UEFA Requirements

Requirements for candidate countries to host UEFA EURO 2012 in the phase I of the bidding were prepared as detailed questions. The candidates had to describe issues related to the organization of the championships, ensuring security, as well as to prove support of the central and local government authorities.

Responsibilities of the candidates in Phase I of the bidding:

  • support of state and local government authorities;
  • obligation to guarantee or present regulations guaranteeing UEFA copyrights (broadcasting rights, right to use the logo, right to select European sponsors etc), regulations related to taxation of the revenues of UEFA and its staff and representatives as well as teams in the host country;
  • obligation to ensure or present regulations and a concept related to safety and security of the event,  ensure border traffic, including traffic between the two countries involved;
  • proposals of hotels, official qualifying draw facilities, accredited anti-doping control laboratories for the teams, facilities for doctors and UEFA representatives (existing ones or plans with financial guarantees);
  • proposals of stadia in compliance with the requirements (existing ones or plans specifying how advanced construction approvals and financing are);
  • experience of candidate cities in the organization of big mass-scale events (sporting, entertainment, cultural etc.);
  • presentation of the throughput capacities of airports in candidate cities and facilities to ensure public transport in the neighborhood of the stadia;
  • general presentation of the number of accommodation places for fans (from motels and campgrounds to higher class hotels);
  • preparation of the maps of the country, candidate cities, indicating the existing or planned stadia, hotels for teams and official guests.

The above issues were described in the form of responses to detailed UEFA questions. The questions were the same for all candidates. Each bid had to be prepared in the same manner: contain the same documents, answers to the same questions and the same number of chapters. The only elements that might be provided in color were the maps and a proposal for candidate’s logo (but not the logo of the championships). In Phase I of the bidding there were no consultations or UEFA referential visits to any candidate country.

The voting, both in Phase I and II, is based on the same rules. Each permanent UEFA member, i.e. each represented country, has one vote and may vote on any candidate except own country.
